[Council] VOTE: JEP-0072 (SOAP Over XMPP)

 From talking with DW, closest I could get to someone that seems to know 
SOAP quickly, the current spec would fit with SOAP 1.1 but is pretty 
far off for 1.2.  Here's another link to consider:


It's the somewhat official binding for SOAP via email.
