[Council] JEP-0050 cleanup

I found a few typos and other small errors (missing Jabber registrar 
submissions, language not consistent with the style guide, missing 
section anchors, etc.) in JEP-0050 and I've checked those changes into CVS:

These probably warrant publication of version 1.2 so I will put that on 
the agenda for the next meeting.
