[Council] xmppbis references

I think it would be good for all references to XEPs from rfc3920bis and
rfc3921bis to be Final, Draft, or Active before we ask the IESG to
approve those I-Ds. A few of these XEPs are still Experimental:

Perhaps we can push these forward in January?
