[Council] next meeting

Seeing now objections, I propose that the next meeting shall be held on
Wednesday, October 24, at 17:00 UTC. If we agreed on 18:00 UTC I will
change the calendar entry.

BTW by popular demand I renamed the calendar to be "XSF". It is now
located here:

http://www.xmpp.org/xsf/XSF.ics
