[Council] Council 2010/2011 meeting time.

I'm in transit to work around 12:00 to 13:00 UTC each day, and have a daily meeting at 15:30 UTC.  Otherwise, I'm pretty open, or can schedule around this.

I'd vote for Mondays between 16:00 and 18:00 UTC.
