I'd like to change XEP-0281 (which I authored) from Deferred to
Retracted (since I now favor the approach in XEP-0289). Strictly
speaking that path is not in the state chart:

I suppose I could make it experimental and then retracted, but that
seems like too much bother. ;-)

Any Council opinions?
