Agreement that it’s not editorial (Dave felt it was, others didn't). To come before Council for a vote on a new Draft version once it’s gone past the authors and been merged etc.

Dave’s item - not a Council vote on doing it, just on whether it should be discussed.

No-one objects to a discussion happening.

Proposal (Dave) that the Editors would say "Council welcomes comments" as well as "Council will decide…".

No objections - Dave to send a PR to the Editors script to modify this.
