[Council] Not The XMPP Council Agenda 2019-04-24

Hello together,

I'd like to propose the following for today's Council agenda:

1) Roll Call

2) Agenda Bashing

As this is merely an agenda proposal, this might be a good time to add
more significant items.

3) Items for voting:

3a) https://github.com/xsf/xeps/pull/778 XEP-0280: Rewrite of the
'Messages Eligible for Carbons Delivery' section

Based on previous Council feedback, the rules are worded as RECOMMENDED
with a server-side option to commit on them being REQUIRED.

(the Council MAY also decide to relax the §6.1 rules back to OPTIONAL)


3b) https://github.com/xsf/xeps/pull/787 XEP-0045: kill GC1.0 with fire

This one is a one-year-delayed fallout of the discussion in
https://mail.jabber.org/pipermail/standards/2018-April/034768.html where
GC1 join attempts will be responded to with a
kick-for-technical-reasons.
