It's all about security.
The ICQ transport and your Jabber server are not the same entity on the
network, so the transport can't change (add to/remove from) your actual
roster. The best that could be done is for the transport to advertise
what your "legacy" roster is using Roster Exchange, or it might be
possible to apply something similar to Shared Groups.
