There's a typo in section 3.2.2:

In effort of being clear to implementors the royalty status of H.264, you
may want to expand that this is not just an issue with software
implementations but commercial usage; anyone using Jingle with H.264 as part
of a commercial service, including "free" streaming services, may need to
pay royalties based on the volume of their service.

detail about this, as does http://www.mpegla.com/avc/AVC_TermsSummary.pdf in
slightly more obscure wording.
