That's true for audio (since you can do mixing), but not for video,
since every one needs to receive every video stream (although you can
SSRC mux them and then reduce the total number of ICE sessions)

The grand design for Muji is to allow any participant to declare itself
to be a mixer/relay/transcoder that the other could use to reduce the
total number of RTP sessions, but it's still in the grand design phase.
