[Foundation] Motion to propose JEP-0030 (Service Discovery) to council

OK, by my count Rob Norris proposed JEP-0030 for a Last Call and the
following 6 JSF members have seconded the motion:

Adam Theo
Matthew Miller
Daniel Chote
Russell Davis
Ben Schumacher
John Draughn

Therefore per the guidelines in JEP-0001, we have enough support to issue
a Last Call on the mailing list of the Standards JIG. What this means is
that the JEP Editor will now issue a Last Call and everyone can voice
their objections to the JEP on standards-jig at jabber.org... :)
