[Foundation] modifications to the JEP Process (JEP-0001)

Based on today's JSF online discussion (for details, see the log at
http://perl.jabber.org/logs/conference.jabber.org/foundation/2002-01-16.html),
I have modified JEP-0001 (http://foundation.jabber.org/jeps/jep-0001.html)
to incorporate the concept of an Experimental status for JEPs before they
are submitted to the Jabber Council. I think this new status will help
tremendously in generating discussion about JEPs in the early stages and
thereby preparing them for a smoother ride once they go before the Jabber
Council.

I have also updated the JEP list accordingly and published several new
JEPs with a status of Experimental:

You'll note that I also changed the status of the User Avatar JEP (#0008)
from Rejected to Experimental in hopes of generating more discussion about
this one.
