[Foundation] change to JEP proposal process

Actually, the only change I would make to my proposal is that the person
who proposes the Last Call must confer with the JEP Editor first (since he
often knows whether further revisions are forthcoming etc.). We don't want
a proposal for Last Call to go out is the proposal is not ready.
