[Foundation] voting on new members

I must apologize for the delay in organizing the vote on new applicants.
Ryan Eatmon was going to create a new voting engine for use this time, but
unfortunately life intruded and he hasn't had the time. So once again we
are going to use memberbot (yes, my Python hack lives to fight another

Because we are starting late and need to announce official JSF meetings at
least 10 days before the meeting, I propose the following:

1. Proxy voting starts immediately by communicating with
memberbot at jabber.org (I have cleaned up its roster so those who were
purged cannot vote).

2. Proxy voting continues until the end of next week (i.e., until the
close of business on Friday, October 25, 2002).

3. If you miss the proxy voting period, you may vote electronically in an
official meeting of the JSF members on Wednesday, October 30, 2002, at
18:00 UTC in the foundation at conference.jabber.org chatroom.

Therefore this mail serves as notice that voting via memberbot has begun,
that it will last 9 days, and that an official online meeting of the
members will occur on 2002-10-30.

NOTE: Because of some of the recent problems with jabber.org server
stability, I can't promise that memberbot will be up and available all the
time, because it's too stupid to reconnect after it gets disconnected.
However, I will endeavor to make sure that memberbot is online as much as
possible. Thanks for your understanding.
