[Foundation] Meeting Minutes and Follow-Up

Thanks to help from Peter Millard and ChatBot, I have posted detailed
minutes of the JSF Member's meeting held earlier today:

The minutes are quite complete, so please read them to stay informed!

I will now do the following:

1. Update the Bylaws
2. Set up the Board mailing list
3. Modify the composition of the Council mailing list
4. Purge those members who have not participated in the past three votes
5. Post a news item to the website about the results of the annual meeting

Thanks again for your patience throughout this process. From now on,
official meetings and votes will be much easier to hold.
