[Foundation] membership, money, and meritocracy

I agree completely with what Peter has mentioned..  There needs to be a way
to both generate revenue and encourage and reward those who contribute a lot
to jabber and its community.

Unfortunately this will probably mean that I am on of those kicked from JSF
membership as I have neither headed up any projects and am not the
representative of a company.  I also cannot afford $200 a year.  But to be
completely honest with myself and everybody else, I havent been exactly the
most involved or influential member either.

I have contributed what I could in the areas I could but its not enough to
justify me having equal say with other members who have either coded the
servers or documented jabber as Peter has.

So that being said, while I still have a say/vote, I think JSF really should
move in the direction of adopting a "meritocracy" style of reward/membership
system.
