[Foundation] AGENDA ITEM: Bylaws Change Regarding Teams and JIGs

I would like to propose that the upcoming Special Meeting include a vote
on the following proposed change to the Bylaws of the JSF:

If you approve of adding this to the agenda (which does not necessarily
mean that you approve of the bylaws change), please say so on this list.
Because we have 88 members, at least 4 JSF members must approve in order
for this item to be added to the agenda.
