I think one year is reasonable for the council. It's important to 
maintain cohesion, and too short of a time period wouldn't help this. 
However, if you're elected as a council member, it doesn't seem like 
there should be an option to have your JSF membership expire during that 
1 year period. Perhaps your membership would have to be re-instated at 
the end of the council term, but there wouldn't be the option for it to 
expire before then.
