I think that all applications would be voted on at once (I really don't
want move votes than necessary!). As to whether you get to vote while
you're re-applying, I don't see why not (it's going to get confusing if
your membership officially runs out but you're on the Council or one of
the teams -- do we remove you from service?). I'd say that if you are
re-applying, we'll treat you as a presumptive member and let you vote.
But I'm not wedded to this idea, other than the fact that I'd have to
recode memberbot -- speaking of whic, when is someone going to write a
real voting engine for the JSF, anyway?. :)
