[Foundation] meeting time

We held today's Jabber talk [1] at 17:00 UTC (that seemed to be 
the time that everyone expected to be there), so we might as well 
make that our policy during daylight savings. 

As to next week's official JSF meeting, we can still schedule it for
18:00 as previously announced (I don't want to change it now). So
let's hold the informal discussion at 17:00 and then the official 
meeting portion at 18:00 (it should be short, since all we will do
is present the proxy votes on new members).
