[Foundation] Motion to Last Call

Seconded by Russell Davis, David Sutton, Ralph Meijer, Casey Crabb, and
Peter Millard.

The JSF has 96 members, so we've met the 5% threshold specified in 
JEP-0001. Therefore I will post the Last Call in the Standards JIG.
