[Foundation] Open Source Convention Call

My bad.  I meant a Jabber session, not a track.  Individuals can't get 
tracks anyway.  The point is, we want to get as many Jabber SESSIONS as 
possible in each of the major language/representation areas and the 
deadline is the 15th of this month!
