[Foundation] open content, creative commons, and JEPs

JEPs and other JSF documentation currently use the Open Publication
License (OPL). As you may have heard, David Wiley has joined Creative
Commons and has stated that he will not be making further updates to
the open content licenses:

After I return from OSCON and IETF 57, I will investigate licensing for
JEPs going forward -- we may stick with OPL (it's still perfectly valid)
or we may look at one of the Creative Commons licenses.
