[Foundation] Meeting time proposals for members in UTC 0 to UTC +12

Hallo Ulrich,

I'm a little confused. Are you suggesting that we hold one meeting @ 21:00
UTC (i.e., simply move the current meeting time from 18:00 to 21:00)? I
would have no problem with that but I'm not sure everyone would be happy
with it. As we've found in the Jabber Council (7 people in North America,
1 in Australia, 1 in the UK), there is no one good time for people on all
continents.
