[Foundation] utc0/+12 meeting

We haev two things: 

1. Official meetings of the JSF membership. These are held infrequently,
though we will hold one tomorrow @ 18:00 UTC regarding the logo contest
vote.

2. Regular weekly discussions, traditionally held every Wednesday @ 18:00
UTC. These are open to anyone in the Jabber community and are *not*
limited to JSF members. I don't like the idea of announcing these every
week, but it would be cool to have a Jabber Calendar up on jabber.org so
people can keep track of events like this (also compliance meetings etc.).
