[Members] Decision to REJECT JEP-0018: Invisible Presence

With the promotion of XMPP-IM from Internet Draft to Proposed Standard, 
the council and (the Author) would like to make a decision on JEP-0018: 
Invisible Presence.  This JEP defines a method of presence invisibility 
using special "type" attribute values, which is not widely used 
(consistently) or supported, and is specifically disallowed in XMPP-IM.  
Because of its conflict with XMPP-IM, the council would like to vote to 
REJECT this JEP.

This vote would happen when the coucil votes on JEP-0126.
