[Members] Motion for Last Call on JEP 88

Section 6 of JEP-0001 states:


Before an experimental JEP may be proposed to the Jabber Council [7], a
motion to propose it must be presented by a member of the Jabber Council
to the full membership of the Jabber Software Foundation via the
<members at jabber.org> mailing list. If the JEP author is a member of the
Council, he may propose his own JEP. If the JEP author is not a member
of the Council, he is responsible for seeking out a sponsor from among
the members of the Council, and discussing his proposal with the sponsor
and/or the JEP Editor to ensure that it is ready to be proposed.

Once a Council member proposes a motion for issuing a Last Call, the
motion must then be seconded by at least 5% of the full membership of
the JSF within 10 days of the motion. This ensures that the proposal
meets a minimum standard of interest among the Jabber community. (Note:
JEP authors may not second the motion of Last Call for their own JEPs.)

Once 5% of JSF members second the motion, the JEP Editor shall issue a
Last Call for discussion on the mailing list of the Standards JIG. The
Last Call shall expire not less than 10 days after the date of issue.


So: whether the Last Call is issued depends on a decision of the JSF
members. Possible factors to address in our discussion include the
perceived need for the protocol in the JSF's "protocol suite" and how
appropriate it is for the JSF to proceed with this. If you have serious
technical concerns, it is also good to discuss those.
