[Members] JSF meeting/voting results

The results of the JSF meeting just held are posted here:

In brief, all applicants except Peter Schwindt were elected, all the 
proposed emeritus memberships were approved, and several existing 
members have forfeited their membership privileges because they did not 
re-apply or because they have missed the last three votes.

I will update the membership database, web page, and mailing list 
accordingly.
