[Members] Making voting periods fun

Hi,
Yet another voting period just finished, I was re-accepted (thanks all),
but those voting periods are very frustating: we don't really get to
know the applicants, or to learn stuff about their vision of Jabber.
The JSF bylaws state:
Applications from prospective new members shall be accepted during
the first 10 days of each quarter (i.e., in January, April, July,
and October), which membership applications shall be considered at
a meeting of the Members to be held not more than 14 days after the
close of the application period.
During the next voting period, I think we should add a "campaign/debate"
to the whole process. Members could ask questions to applicants using
the "Talk" page of their wiki page. Applicants would monitor this Talk
page for questions and answer them. When voting, members could use both
the application page and the talk page to make their choice.
