Wasn't a part of the last call process delegated to the Members at one
point? What ever happened to that? I can find no mention of it in
jep-0001 or in http://www.jabber.org/members/responsibilities.shtml
but I am sure that I'm not making it up. If this is something that
the council has taken back, that's fine, I just want to know what
happened.
