[Members] Hearing : Wiki Account creation / Login on j.o sites

Hi all,
The main problem I see with manual registration, is that if what is written
here is true:
  http://wiki.jabber.org/index.php/Membership_Applications_April_2006
  "The application period ends on 18th April 23:59h UTC." 
We (JSF) must accept a registration request for the wiki even on 18/4 at
23:58.

I propose to still use the manual registration but only if the application
period is divided into two steps: the first in which people simply fill a
form (with capthcas and email address verification) to express their will to
submit an application, and a second period (say 7 days after the deadline of
the first) in which people will fill their wiki page (and will have the time
to eventually learn how to do that).
It would also be a good idea to make a small script that will generate login
info for the wiki to all current JSF members that will need to be elected
again, and also to all the people that have expressed the their will to join
JSF.
