I think we need to make an effort to move existing protocols from
Historical to Standards Track. Historical is a bit of a cop-out if you
ask me. :-)

Not soon, I think. The first version of the first JEP was published on
2001-06-28. It has taken us 5 years to get to 193 JEPs. Many of those
have been retracted, deprecated, obsoleted, etc. IMHO the flood of JEPs
will start to slow down soon. Or at least I hope so. :-)
