This happened to me once - given the number of (good quality)
candidates, I thought I'd read up in advance, but I ended up chatting
to one candidate for some time.
What concerns me more is that the order the second time was identical.
Checking with Edwin, our ordering for both Board and Council was
identical - suggesting that any randomization is done infrequently at
best.
Or else we've managed to get a 1 in 86400 chance (if I recall my
maths right), which is impressive odds.
