[Members] number of Board / Council numbers

There is no restriction of board members. You can vote yes on all 5
applicants if you think they will be good candidates for the XSF Board.

In the last years the XSF-Board wasn't that popular as the council. So we
had never more than 3 applicants. But as Peter said in his last email we
have to restrict the board members in the future.
We will also discuss this in the next board meeting. Feel also free to
discuss it here on the mailing lists.

Once we have found some conformance we have to add it to the bylaws and
approve it with the next vote (membership application in October).
