[Members] limit of board members

Because we are close to the board and council elections we discussed
in our meeting yesterday the number of board members.  There is no
limit for board candidates as there is for council (5) in our bylaws
yet. We wanted to get this fixed last year for the upcoming elections
but missed it.

So I wanted to start the discussion here now, then we can approve the
bylaw changes with our next vote. For the upcoming elections its too
late, but usually we don't have more than 3-5 board candidates.
