I think you meant http://tools.ietf.org/html/rfc3797 :)

But that gives me an idea: why hold elections at all? We could choose
the Board and the Council by sortition or allotment from among the
membership...

So if you are an XSF member, you need to be prepared to serve on either
body for some period of time (perhaps it would be monthly, or at least
something less than 1 year).
