The membership can already choose to do this - I'm not clear why the
membership is to be denied the choice to increase the Board size if
it so chooses?

I disagree with Proposal 2, therefore I obviously disagree with this
- I think in the event that the Executive Director position is empty,
the tie is resolved by a casting vote by the Chair. (But see my
additional proposal about appealing appointments).

Only, of course, for the Section 4.7 vote to replenish the Board.
