Can you outine the proceedure (contact points for wiki account etc.) for 
new applicants?

Following the recent discussions on how much more we need to do to 
publicise the XSF, it'd be good to have all the details to hand so that 
we can notify other groups, sites, mailing lists etc that might contain 
people interested in applying to the XSF for the first time.
