I think it would be good to clarify what weight such reviews are to
have in the council considerations.
Given the reference to IETF team/directorate reviews, I would assume
that such reviews would be considered as comments from the individual
reviewer, not given any special weight due to the reviewer being a
member of the technical review team.
In particular, the technical review team is not an approval
authority. A positive technical review, while desirable, is not
required for acceptance/advancement of a technical specification by
the council.
