[Members] OFFICIAL MEETING NOTICE: board and council elections

Council meetings have always been open to members, and this has never
been a problem. No, it's not the intention that members speak out at
these meetings, but they can at least attend them and follow them live
and uncut if they want to; if they don't, they can read the
transcripts.
