[Members] non-member subcribers to team lists

A small proportion of the membership is active in the work teams - if
people who aren't members want to contribute I'd be glad of it, where
it is sensible to do so (we're not going to be giving non-members root
on atlas, but if some non-member wants to write an article for
xmpp.org, in my opinion that's just great).

We reserve the right to squelch troublemakers :)
