Well, there do seem to be transcripts of discussion between board  
attendees, with agendas, and decisions.

Quorum was even called (given that you were present for the entire  
discussion).

So it looks like a meeting, walks like a meeting, and even quacks  
like a meeting.

At a glance, the week before wasn't, since it lacked quorum, so it  
would appear to differ.
