Yes, that's the idea. We might need to lock the application page while
we are voting so we're not confused about who is applying, but I think
overall it would be easier not to have the special application periods.
(In fact as you say we would have multiple application pages, one for
each quarter of the year, so we wouldn't even need to lock the page.
Instead we would have one page for 2011Q1, one for 2011Q2, etc.)
