As much as I like to have Fritzy in the council I disagree.
There have been many complaints lately about members failing to perform
their duties (voting in that case). I think reapplying is one of them if
you want to retain your membership.
I'd think that the council should not be preempted from that rule, but
would be expected to abide by it, more so than anyone else.
I.e. if not even council members manage to reapply how can we expect it
of the other members? (Assuming they have some kind of role model function)
