There was a proposal a few years ago to define EXI as a stream
compression method:

I wrote that proposal myself because the main proponents of EXI at that
time didn't have the energy to do it themselves, which was a bad sign in
itself. The proposal also met with some technical resistance, but I
can't recall the details at the moment. Feel free to raise the issue
again on the standards at xmpp.org list.
