Seriously, I'm not arguing that GitHub is a bad thing. If we were
discussing putting the memberbot code somewhere, I'd be right with you -
manage that on GitHub. I'm entirely cool with having a GitHub mirror, and
I'd go for that rather than installing GitLab or whatever as a web UI.

But I'm not cool with having anything less than the best control and
ownership we can get over the XEPs - it's what we exist for.

(The git hook work I refer to would be ensuring that the master repo
required signoffs from suitable people, like the Council or XEP Editor, for
changes, and not really much to do with whether or not we host the master
repo on GitHub.)
