This is not about who can provide better git services but about "ownership and control" of the repo and its contributions.

From my experience running a significant open source project, I can say that exactly how some key service is outsourced can impact the strength/standing of one's IPR policy.  I wouldn't think it wise to make a move here without the XSF consulting their legal counsel first.

I suggest the decision of whether to allow the git repo to be outsourced or not be left to our board to decide.
