This is a technical decision, and not a business decision.

I see these people actually doing anything with the repo:
1. The XSF Editor
2. The people authoring XEPs
3. The people submitting fixes to XEPs (often just typos)
4. The XMPP Council
5. The infrastructure team

The board is the least involved in the repos, and I don't think board
members were selected for their sysadmin'ing experience.

But then again, it might as well be the board deciding based on input
from the above parties. In the end, we'll survive no matter what gets
decided.
