In the Board meeting, we discussed things that the XSF could do to
help deploy dnssec, which included things that might involve spending
money. Some people writing some guides was one of these options, and
people can write helpful documents without any hum from the members. I
think spending significant money on e.g. sponsoring code writing would
be something that the membership might have an opinion about.

I believe that in the Board meeting Peter clarified that the ISOC
grant was unrelated to dnssec.
